The School Construction Authority (SCA) has denied  most of CEC3's capital requests for repairs to school buildings as not viable/not funded.

One of the main functions of CECs is to conduct capital planning walk-throughs of liaison school buildings, advocate for needed repairs, and submit a priorities list of projects to the SCA each January - that provides community input for amendments to the SCA's $20.5 billion 5 year capital plan budget for repairs. 

Last year, CEC3's priority list was based on:

 

  • A survey of school principals

  • SCA Building Condition Assessment Summary (BCAS) Inspection Reports

  • Issues SCA inspectors listed as "priority 5" urgent conditions

  • Building walk-throughs with school custodians, and 

  • The Division of School Facilities list of priorities. 

The SCA's February 2025 amendments realigned priorities toward "new capacity" projects to meet class size laws. No new capacity projects are planned in District 3. 

 

The SCA has put out a new FY26 proposed amendment to the 5 year capital plan that includes projects in only 7 out of 22 District 3 Buildings. None of the projects SCA included in the proposed amendment were on CEC3 or the Division of School Facilities' priorities lists.  

District 3 Schools are waiting on numerous RESO-A funded projects to start. 

The SCA will be coming to our January 20, 2026 CEC3 meeting. ​​
