Dual language programs are an immersion education model where native English speakers and native speakers of another language, learn academic content in both languages. The goal is to develop bilingual, biliterate, and bicultural students, with instruction split approximately 50% in English and 50% in the other language. Comité de Admisiones de la Escuela Secundaria Resources: SCA's Proposed FY26 Capital Plan Amendment City Council's Report on the SCA's Proposed Amendment SCA's Quarterly Report on Status of Projects in Process Applying for Grant Funding RESO-A Capital Grants Portal Participatory Budgeting ¿Preguntas? contacto: kristin@cec3.org Cracks In the System Report Presentation to Schools Chancellor Announcements: The School Construction Authority (SCA) has denied most of CEC3's capital requests for repairs to school buildings as not viable/not funded. One of the main functions of CECs is to conduct capital planning walk-throughs of liaison school buildings, advocate for needed repairs, and submit a priorities list of projects to the SCA each January - that provides community input for amendments to the SCA's $20.5 billion 5 year capital plan budget for repairs. Last year, CEC3's priority list was based on: A survey of school principals SCA Building Condition Assessment Summary (BCAS) Inspection Reports Issues SCA inspectors listed as "priority 5" urgent conditions Building walk-throughs with school custodians, and The Division of School Facilities list of priorities. The SCA's February 2025 amendments realigned priorities toward "new capacity" projects to meet class size laws. No new capacity projects are planned in District 3. The SCA has put out a new FY26 proposed amendment to the 5 year capital plan that includes projects in only 7 out of 22 District 3 Buildings. None of the projects SCA included in the proposed amendment were on CEC3 or the Division of School Facilities' priorities lists. District 3 Schools are waiting on numerous RESO-A funded projects to start. The SCA will be coming to our January 20, 2026 CEC3 meeting. SCA's Response to CEC3's Priorities
